Selim Koçbay, who was appointed as the General Manager of the Turkish Rail System Vehicles Industry Corporation (TÜRASAŞ), was born in Balıkesir in 1966. Koçbay, who completed his primary, secondary and high school education in Balıkesir, graduated from Uludağ University, Department of Mechanical Engineering in 1988.

After graduating from university, Koçbay worked as a mechanical engineer in the private sector between 1988 and 1990. He started as a mechanical engineer at the TCDD 3rd Regional Directorate in 1990, and served as Warehouse Manager, Deputy Regional Manager and Regional Manager, and finally Deputy General Manager of TCDD Taşımacılık A.Ş. for approximately 34 years.

While serving as Deputy General Manager at the TCDD Taşımacılık A.Ş. General Directorate, he was appointed as the General Manager of TÜRASAŞ by the Presidential Decree numbered 2024/319.

Koçbay, who worked on many projects during his private and public sector career, developed three projects on epidemic faults and solutions in locomotives within the scope of the “Management with Projects Project”, and his projects were accepted and implemented in all locomotives.

During his duty as İzmir Regional Director, he worked as the project coordinator of Egeray (İZBAN) formerly known as the project and took part in the commissioning of the İZBAN Project. He also actively participated in many projects such as the renewal of the infrastructure and superstructure of the TCDD 3rd Regional Directorate railway network, electrification and signaling, restoration of historical buildings, providing 27% energy savings regionally with the “Efficient Driving Techniques” project, and placing solar power plants on passenger platforms with the “Smart Station Projects”.

Koçbay, who is a member and manager in various NGOs, served as the President of Balıkesir Demirspor, the President of İzmir Demirspor, and the Vice President of Altay Spor.
